The National Archives has been working with the White House since Ronald Reagan's presidency to manage the transition from one administration to the next by applying its records expertise to sorting and storing Presidential White House records. Typically the NARA leases space from the GSA for temporary storage of the exiting White House administration. But a newly-politicized NARA refused to work with the Trump administration. And then the NARA used what it defined as an incomplete sorting job as justification to refer the outcome over to the DOJ.
The sorted documents were actually moved outside to a White House parking lot, and Trump was told to come get them after the NARA refused to pick them up.

Bush, Bill Clinton, George H.W. Bush, and Ronald Reagan, when those Presidents left office. NARA securely moved these records to temporary facilities that NARA leased from the General Services Administration (GSA), near the locations of the future Presidential Libraries that former Presidents built for NARA. All such temporary facilities met strict archival and security standards, and have been managed and staffed exclusively by NARA employees."
The NARA lists Obama, Bush, Clinton, Bush and Reagan. But not Trump. It seems the NARA should have applied its expertise to Trump's documents, "in accordance with the PRA" just as it had with the prior administrations. But it did not.

Government employees moved the documents out of the White House into a White House parking lot and, after NARA refused to pick them up, Trump was told to come get them.
