In El Paso I don't think they have a Wall. Only a cyclone fence, so you may be right. One thing that probably helped lower the murder rate is the CHL Law passed in 1996....The gift that keeps on giving.....

I don't think it made a difference whether it was a wall or a fence, especially when it's topped with concertina wire. Hadn't considered CHL.. good catch.
