Anything could have happened from a catastrophic fault with the system to a cyberattack from Russia.
Speculation doesn't answer anything and it does not help anyone.

Be patient and wait for actual answers from experts rather than some gobby know it all on twitter.

However, at a hearing last year, MARAD Director Ann Phillips, who is also a retired Navy Rear Admiral, told members of the House Armed Services Committee that she “was not at all confident” that all RRF ships could be activated if required, according to USNI News.

The core of the Navy's current plan for sustaining and potentially expanding sealift capacity is to continue helping to fund MARAD's acquisition of commercial cargo vessels for conversion to military use. The Department of Transportation, through MARAD, has also implemented a new initiative utilizing privately-owned ships to help bolster sealift capacity.

Yesterday's incident in Baltimore now presents an additional complication for the RRF fleet, with four of its ships, including the two examples of the highly capable Algol class, blocked in port."

The captain, Ukranian or not, was not in charge of the vessel, the pilots were. Both of them. There isn't a major port in the US that allows a captain to bring a container ship into or out of the harbor.

Now, let's deal with reality. A ship that big, without power, is nothing but a huge sail. The wind at the time of the crash was about 12 knots from the SSE. The pilots, recognizing they were going to crash, dropped anchor while they sent their mayday.
